If Sunset is 7:08pm on a Saturday evening, what time can the ceremony begin?

Traditionally, 1 hour soon after Havdalah was observed.

Check with the Rabbi that is officiating your ceremony. It is based on when the Rabbi will officiate soon after sunset or wait the traditional time frame.
There is a custom that guests will arrive, enjoy the cocktail hour before, then the ceremony, then the reception.
This takes care of your guests; observing the traditional time-line of Shabbat if that is the only way the Rabbi you are using will officiate.
